On November 23, 2005, Russia and Angola made the protocol of intentions in mining sector. The protocol was signed by the Minister of natural resources of Russia Yuriy Trutnev and the Minister of planning of Angola Republic Anna Diash Lourensu.

According to the document, the parties intend to support the international diamonds market.
