As it has been reported by RBC, the Ministry of Finance of Russia intends to have introduced amendments into the law ?On precious metals and gemstones? by 2004. According to Leonid Tolpezhnikov, the head of the Ministry department, the amendments allow precious metals and gemstones mining to legal entities with special licences only. The Ministry and the government of Yakutia doubt if it is profitable to allow prospecting to private people.
