Several regions, mainly gold mining ones, had lobbied the amendment approval for a long time. Magadan region and Krasnoyarsky krai especially insisted to give individual businessmen the right to wash and mine precious metals. The Staet Duma decided that individual businessmen could mine precious metals under licenses at the plots that are not the objects of industrial mining.

This year Russia will manufacture about 180 tons of gold. Not more than a ton of gold a year is manufactured by individual businessmen, and it is expected that after the amendment approval this figure can increase up to 3 tons.
