According to the Accounts Chamber of Russian Federation recommendations, the propositions of the antimonopoly legislation development have been worked out in order to remove the obstacles for the access of cutting enterprises from other regions to the Perm regional gemstones market. This information has been provided in the letter of the Vice Minister, the Minister of finance of the Russian federation Alexey Kudrin. The copy of this letter has been passed to the Chairman of the Accounts Chamber Sergey Stepashin. The letter includes, in particular, the proposition to declare invalid the decree of the President of the Russian Federation of August 31 1998, according to which not less than 75% of diamonds mined in Perm region are to be realized to the cutting enterprises of the region as in fact the decree contradicts with the current antimonopoly legislation (there is only one cutting enterprise in the region).
