Russia will begin to fulfil the agreement on international diamonds certification from January 1, 2003. This agreement has been achieved within the frameworks of the Kimberley's process.

GOKHRAN and the Ministry of finance of the Russian Federation will regulate diamonds certification; customs will be responsible for registration.

The programme of diamonds certification is supposed to prevent "conflict diamonds" penetration into the market.
