Vladimir Putin has signed a very important decree - the decree on Russian diamonds export liberalization. In particular the document abolishes diamond export licensing and provides five-years quota for the main Russian diamonds exporter - the "ALROSA" Company.

Besides, diamonds cutting companies have been allowed to export up to 15% of raw diamonds bought from "ALROSA". During the decision-making the fact that Russia is going as soon as possible to enter WTO was of importance as well. The European Commission was not satisfied with the situation when most part of Russian diamonds come to the world market through De Beers only.
