On his return from India the President of the Russian Federation is to sign the decree on diamonds export and import. This document is very important for "ALROSA" Company - the decree provides the company with five-years quotas for diamonds export. However, the document comes into force only in two months after its publication. That means "ALROSA" is likely to begin 2003 with one-year quota but it can obtain five-years quotas later.

Nevertheless, the decree is regarded as a positive change in the domestic gemstones market.
