Vladimir Rybkin has been appointed the Head of the State institution on the State Fund of precious metals and gemstones of the Russian Federation organizing, precious metals and gemstones custody, delivery and utilization attached to the Ministry of Finance of the Russian Federation. The Chairman of the Government Mikhail Kasyanov has signed the proper order.
