The talk about the fulfilling the State budget of 2000 over the 9 months of this year rose yesterday at the meeting of the Government of Sakha Republic. The results are rather discouraging.

According to the Minister of Finance of the Republic A.Kugayevsky the situation depends on the lag in the current dollar rate and the one which was predicted. The rate of the 3 quarter was set as 32.10 roubles, 35 roubles for the 4 quarter while by the end of 2000 it won't be sold for more than 28 roubles. This lead to the budget deficit of 930 mln roubles.

There are two ways to solve the problem either to find supplementary revenue sources or to shorten the expenditure.The Government is likely to follow the first way. The Minister of Finance informed the colleagues about the debts of ALROSA Company. According to the figures he mentioned ALROSA owes the budget about 800 mln roubles and 670 mln of the debt of 1999. The debts payed, the budget be fulfilled.

Nevertheless the Head of the Government V.Vlasov admitted the importance of consideration of the expenditure of the budget supported organizations where there is a lot to work at.

Government contractual work was another source that influenced the failure in budget fulfillment. Firstly it happened because of the increase of oil products delivery. During the navigation period the released prices of the suppliers grew as well as that of the transporters.

The investment budget was not touched upon at all. While discussing the point "On the development of food and processing industry of Sakha Republic" the Minister of Finance stressed that the dynamics of the investment budgeting of 2001 will hardly grow and there's not use speaking of any investments for there is no money for living.
