According to RIA "Novosti", the above mentioned bill allows for the right of mining and manufacture of precious metals and gemstones for physical persons who had undergone state registration for private business.

As it was mentioned by Alexander Beliakov, the Chairman of the Parliament Committee on Natural Resources, such scheme was known back into 50's in USSR and was practiced for exploitation of minor random deposits and search of local natural resources, as well as for collecting industrial residues of mining and metallurgical companies. In his opinion his would allow to solve several current issues in the industry, to create more work places, to increase the rate of production of precious metals and gemstones, to contribute to various public budgets and funds, as well as to cut down illegal practices.

For the 226 votes needed to approve the bill, 265 were positive.
