The Decree establishes an order for licence awarding procedure for precious metal and gemstone retail conducted by artificial persons (excl. trade associations) and inviduals.

Licence awarding is an obligatory procedure for precious metal retail (original and refined metals, raw, semialloys, metals in products, semiproducts, chemical compounds, scrap metal and waste products) and gemstone retail (original and polished) as well as goods of precious metals and gemstones intended for industrial use. Licence awarding is conducted by Finance Ministry.

Licences are considered valid at the territory of the Russian Federation.
