On May 20, 2002 the Government of Republic of Sakha (Yakutia) issued a new Decree "On realisation of investment projects on the territory of Republic of Sakha (Yakutia)". According o this Decree, OJSC "Investment Group ALROSA" becomes the main consulting and coordinating body in development of these investment projects. This was based on the General Agreement signed by the government of Republic of Sakha and the Joint Stock Company on March 21, 2002.

The Group would be responsible for development of around 20 investment projects, including development of several deposits in Yakutia, new structure of the industry and of several enterprises.

The General Agreement does not suggest any fees from the ministries to be paid for the services. All projects are commercial and are not a subject to budget financial support.
