Government of the Russian Federation accepted a decree which state "Regulation on Licence for Gemstone Recuperation Activity". Current regulation will set fee for licence issuing, reissuing and prolongation. It will be in power until the date when Federal Law "On Licencing" is passed.

Gemstone recuperation activities include gemstone extraction from wasted equipment as well as gemstone waste products and polishing them to diamond quality.

The activities will be licenced by Finance Ministry of the Russian Federation.
