The issues of financing the African antigovernmental movements by the means of selling diamond rough are being widely discussed by diamond producers as well as the world community as a whole. De Beers fully supports the goals and objectives of public organizations striving to prevent such diamonds from entering the market. To do so we have taken the following steps:

  1. De Beers strictly observes the UNO resolution N 1173 concerning the diamond sale by UNITA, Angola.
  2. De Beers has ceased the purchase of Angola diamonds that have not been properly certified.
  3. De Beers has recalled purchase experts from Congo and Guinea (in Sierra-Leone and Liberia the offices were closed 15 years ago).
  4. De Beers gave its procurement offices in Antverpen and Tel Aviv an instruction not to buy African rough diamonds export.
  5. De Beers has been constantly addressing diamond producers in the media with an appeal not to buy diamonds mined in the areas controlled by the antigovernmental movements.
Moreover, starting with March 27, 2000 Diamond Trading Company Limited, De Beers sales agency, will include the following information in the bills charged by the company: a) All the diamonds in the lot purchased by You were purchased in compliance with the UNO resolution N 1173.
b) All diamond lots purchased by De Beers and its affiliates and issued to the open market through the site system do not contain any stones mined on the territory of African countries controlled by rebellious forces fighting against the lawful governments of these countries.

De Beers is proud of its contribution to the economy of a number of African countries. By taking the above steps De Beers is aspiring to give all kind of support to the international efforts of maintaining peace in several South African countries. Besides, our task is to guarantee that the legal diamond business will not be hurt even by small amounts of diamonds used to finance antigovernmental movements.
