The State Duma Rejected the Bill on Cancellation of Norilsk Nickel Privatisation Results
The State Duma rejected the bill on cancellation of results of Norilsk Nickel results and shares control especially.
The bill passed by deputy Alexey Mitrofanov (LDPR) foresaw the cancellation of results of Norilsk Nickel privatisation. He also stated that 51% of the shares are to be owned by the State. 33% of shares were to be passed to the subjects of the Russian Federation. Foreign investors were to have not more than 25% of all types of shares of Norilsky Nickel.
Government and the State Duma committees on Property, Industry, Economic Strategy, Far East Problems were against the bill. They consider the cancellation of the results will break the purpose of the Constitution of the Russian Federation according to which no one's property can be withdrawn from him but by the Court decision. Besides putting the cancellation into practice will demand paying compensation which are not mentioned in regulation "On Federal Budget of 2001". Government mentioned also contradictions to the Regulation "On Privatisation of State Property and the Basic Statements of Municipal Property of the Russian Federation" and Civil Code of the Russian Federation.
