ALROSA Bear Losses of $80 000 Every Day in the Absence of the Decree on Diamond Exporting Quotas

ALROSA Company bear losses of $80 000 every day in the absence of the Decree on diamond exporting quotas in 2001, the resource in the company reported to Prime-TASS.
General Director of ALROSA Unite Sale Organization Juri Okoyomov said that due to the lack of the currency receipts the supplimentary credited resources are to be spent on production operations.
Under the Decree of the President of the Russian Federation of July 20, 1997 the Governmental decision on setting quotas on the rough diamonds export is to be made not less than a month before the beginning of a new year.
However in 2001 a delay in the new quotas issuing is practised again - the quota decree for 1998 was issued on March 5, 1998, for 1999 - on January 4, for 2000 - on March 7.
Thus in 1998 there was a 3 month delay, in 2000 - a 2 month delay, and only in 1999 the Decree was issued on time.
In 2000 ALROSA mined diamonds worth $1.5 bn. In accordance with the current trade agreement diamonds worth 550 mln were sold to transnational corporation De Beers.
As for the inner market according to Ju.Okoyomov ALROSA obtained a $820 mln permit on natural diamonds supply for 2001, that is 20% as much as in 2000.
